Sometimes the tennis courts do but otherwise only from houses and streets

I don't think you have to ask permission.

There is a tree limb that is hanging over sidewalk next to water fountain. I'm in a wheelchair and can't get by. Also the sidewalk on the west side of the basketball court is all mud
