Great park. Zipline for the kids the only downfall is that there is no actual playground with the swings, side, monkey bars. So limited things a 2/3 year old can do. Other then that really nice neighborhood to admire while you are there
No sports courts like tennis or soccer if that’s what you mean. The playground does have two zip lines and an assortment of jungle gym playground areas, but I think they are mostly geared for 12 and under.
Is this park open to the public? Recently we were approached by a citizen stating it was private property. But all online indicates open to public. We thought it odd he would approach us and not anyone else.

It is open to the public.
Am I able to reserve a picnic area for my daughters birthday party to ensure there is a table?

No reservations needed. You need to go early and get table you want.
As stated this is a park for older kids, for your young toddler I would recommend heading right down the hill to Paseos Park. In the summer they will also be able to enjoy a splash pad!
There are lots of places for older people to sit & rest. But it is a bit hilly and steep to get to the main area, so for some people it might be tiring if they are walking. I didnt really think it has enough play structures for kids under 2 years old to play on. But I did see lots of little kids walking around and just having fun in the grass :)
