Beautiful view, nice simple overlook. Usually some seasonal food truck, maple coffee and hot chocolate hit the spot in mid October.

Amazing views especially this time of year. Highly recommend experiencing this place. Some of the trails are a little difficult if you're older like I am.

Here is information about the Pine Creek Rail Trail, http://pacanyon.com/PineCreekRailTrail.html ... And Yes, as described in this article, from the Ansonia access area of the Pine Creek Rail Trail, horses may be ridden along side of the Rail Trail (on a single lane dirt road) into the PA Grand Canyon. There is parking for horse trailers and information posted, etc. There is no charge. This is one of the most beautiful areas of the PA Canyon, enjoyed by my many visitors and locals throughout the year. Happy Trails!
Yes they are
I don't know for sure, but we didn't hear or see any off road vehicles when we were there.

Closes at dusk. Just like pretty much all parks
You can get to the general viewing area with a wheelchair but to get to the actual best views (overlook area) it's a lot of steps and is not wheelchair accessible

Bike, hike or horse back ride.... here is the info you are looking for: https://pacanyon.com/PineCreekRailTrail.html
No trains. There's a rail trail in the valley where you can walk or bike.
There's plenty of local airports across northern PA. You can call the local airports and ask for contacts for the local flying club. They could help you find a pilot, but Federal law requires that any pilot you hire (including in small private planes) have a commercial pilots license ("commercial" doesn't mean airline, only that they can be hired). The PA Dept of Transportation (aviation dept) has airport directories for the whole state).
I would take a mountain bike to be safe. The trails can get washed-out easily especially with the weather we've been having lately.
There is plenty of parking and easy access to the most popular overlook areas. You can find more info here: https://pacanyon.com/leonard-harrison-state-park.html
