I am not the property manager, but I am a tenant. We pay extra monthly to have a pet. I'm not sure if all units fall under this or not though. I would definitely reach out by phone to verify. The property managers are very quick to respond with any questions. Leave a voicemail if you can't get an answer.
I am almost positive these are not income based, as far as I can tell at least (new tenant). They are not exclusively for 62+ as we are in the mid 30s
