It is a amazing view and walking the pier walk that goes around it can be delightful with the wild life but I was there that day for a Veterans ruck walk for the 22 a day that don't win the fight.And with that beauty and the business's catering the vets from all walks of life and veteran help groups and it was again amazing..and a lot of good food and snacks and Candy shops, and a stage just check it out ..

According to a quick search, you can rent out the amphitheatre at the Mill pond for a full or half day. I would also suggest following the advice of other commenters and sending a quick email to city council just to double check.
Yes, there are public bathrooms right next to the playground - large red roof over them!
