That's not true, I commute to New York every morning and certain areas you're only allowed to park in with a monthly parking pass that comes with a monthly bus ticket. That area would be the north end of the parking lot where you see the bus shelters.

Yes. I used to leave my car there when I car pooled into Jersey City for years. You need to park it down on the south most lot behind the gas station. That is the free commuter lot.
