I believe the only way to talk to someone in store is to press the button for sales. Verizon makes it difficult to talk directly with store as they want customer service to be contacted using the *611.
It's a personal unlocking key for your sim card to reset a personal identification number that has been lost or stolen.
Not all smart phones work of Verizon's network, some that are capable may even be locked to a different carrier. You will have to check the ID with them.
I would either call or go to the store
Depending on your phone, you could block the number. Make sure you get on the do not call registry. There's another registry for robocalls but I can't remember what it is called.
