No they do not but you may be able to call parks and recreation or Waco city hall
I've seen wild ducks there. If you wanna see more ducks, they like to hang out by the old Waco suspension bridge, not sure when it will open again though. Those ducks look like they were domesticated and now live in the wild.
I am not sure. I believe it is first come first serve. However, if I were you I would call the city of Waco recreation department and ask.
