There are two handicap spots near the lake. There is a metal dock you can fish off.
The answer is most likely no. If it was part of the Golden Eagle museum that was in the mansion. It is gone. The museum there moved out in 2000.
Went Thursday March 17th and was able to access the lake.

Dogs are welcome and the park provides free bags if your dog makes a mess! Not directed at you just saying in general because some folks dont have common courtesy anymore to clean up after their pets.
I would recommend using a mountain bike as street treads would be disasterous on the back trails. All rock/gravel and full of ruts.

The trails are closed I believe. Unless they have release thrm? I'm sure you can call.
Its closed due to weather conditions. Ice + big hill + lake = park closed.
