Pretty certain the paper is just a temporary until you receive your new one in the mail, hence the shortened expiration date. Just changed ours on Saturday and they show the February expiration as well.

from June 1st through July 31 facilities are open but only for new drivers or expired id/Dl cards also vehicle transactions

Yes, for two weeks at least. They stated they will extend people out who have plates expiring during this time so that you won't receive tickets, etc.
