If I signed title over but never was notorized cause they backed out and someone else wants to buy does the person I first signed to have to be there or can me n new buyer get title taken care of since wasn't notorized

If it wasn't official, go to the title office and get a replacement. Then you can choose a new buyer

you need is the VIN number of the old car and the description of the old car and the title of the new car that is in your name.

Titles and registration are state wide documents. Your not bound by county lines.
