Cardington is a welcoming village that values family, community, and individual freedoms. On the whole, if you are respectful of your neighbors' right to do their own thing, they'll be respectful of yours. From my experience living in both urban and rural areas, I (have no hard evidence to support this but) confidently assume through observation that you are significantly less likely to be the victim of a hate crime in an area like Cardington than you would be in an urban area like Columbus. I can't say that there is an established, separate LGBT community here, but rather there are members of the community who are LGBT, many of whom are prominent members- business owners and active in community organizations. If you do end up moving to the village, stop by the library and say hello!
