Keansburg Beach

I was there yesterday, and a gorgeous black Labrador was walking on the beach with a family, and no one really gave a damn. Also, no restriction signs. So I'd say YES!

You can bring a tent, but I would place it toward the back of the beach if it is going to be large enough to obstruct others' view.

Keansburg Beach has shower heads a block away from the amusement park next to the bathrooms.

We replenished our beaches and they are cleaned everyday we have family events all summer check the town website

No splash park but just a few miles up the street is Keansburg Amusement Park

It's the bay between New Jersey and New York. Same body of water all the New Jersey/New York ferries cross. Much calmer water than the Atlantic Ocean. You don't see the Atlantic proper until you get South of Sandy Hook Beach.
