Absolutely, they encourage it. Also if you get a new puppy, they will cut it's nails for you the first time free of charge.
No, they do not, only kittens. What kind of puppy are you looking for, and what price are you wanting to spend? I don't have puppies for sale, but I know of people that do, also another good option is either animal control, or the humane society.
