Yes I believe you need a free library card/account. First few pages are free and I forgot per page after is 5 to 20cents maybe. So if just a few pages I would use the library
Upstairs at this library location is for young children and you may speak softly as necessary. Lower floor is definitely more quiet.

If you have a library card, yes. Computer usage is limited to 45 minutes per day though, and maybe extended depending if others are waiting. You can also to the NYPL for the Performing Arts next door connected to the Lincoln Center. They have more computers.
