They have a variety of meats in the back next to the produce. As far as prime rib its self that's an item that will have to be looked for

No. They're only allowing ID card holders in. Checking them at door

Anytime during normal operating hours. Each day the commissary opens at 0930 hours. It allows veterans 60 years and over to shop between the hours of 0930-1030 hours. At 1030 hours all eligible shoppers are welcome.
Not at the commissary but literally across the street at the exchange has it. There's a staples within 10 minutes or so also that may be another resort.
