It's free to public, I don't know legalities of crossbows there. Perhaps look at Google maps which will link to parks department for crossbow answer

It is a public range, paid for by taxes and maintained by parks department. It is free to use by the public. It's been there many years, at least 50 It's 5-6 target stands in a field with a parking lot for 15-20 cars. To be clear, it isn't a professional, clubhouse, rentals or bathrooms, or instructors or anything like that. It's old school as it gets which is great or not depending on your situation. It is a safe, designated, fairly well maintained facility close to stores, food, as it's inside the DC beltway. Look it up on Yelp or Google maps you can find photos etc. Wear shoes that work on grass Hope it helps, check it out.

Sun up to sun down, public park range, target bales are the only things supplied, bring your own equipment. Might also be recommended to find a beginner's class somewhere, the size of the bales are not very beginner friendly.
