There's no requirement to just talk. The recruiter will let him know how long the process will be and what he'll need to do. They hand hold for a majority of cases, so they'll guide him through everything. My suggestion though is that he be completely honest about his history with the law (even if the recruiter says not to). Honesty is the ONLY policy.
Most Air Force recruiting offices are open 9am -6pm Mon - Fri, excluding holidays.
