I think the best way to get a parking ticket would be to go to the municipal offices located on the corner of Monmouth Street and Maple Street and inquire there about how to purchase a parking permit.
Only after 6:00 pm M-F. I don't remember about the weekends.
I drive a taxi in Red Bank and commute by train to Rahway and nakia Elliott is completely correct. Especially about the not convenient part hahaha
All the train stations are called Penn Station. If you mean NYC. Yes! Also Newark PS. And all NJ Transit stops are called PENN Stations.
