There's only one Level 2 charger but so many stalls for that and the 2 DC chargers. There could be easily 6 at that wall. But it does the job

Can Tesla Model 3 charge here?

No, a Model 3 can't use the DC fast charge as of right now. Only Models S and X with the CHAdeMO adapter sold by Tesla. Tesla is supposedly working on a Model 3 compatible CHAdeMO adapter but does not currently have one for sale.

I only found one. I rented a model x and visited family in Visalia not realising the closest supercharger was in Fresno 40 miles away. I charged there 3 times over the weekend and never saw anyone else use it. There are ChargePoint locations nearby as well but make sure you have enough adapters. I didn't have the right one for ChargePoint.

What those it cost to charge a vehicle on average? One charging plug charges all the make of vehicles?

The cost would vary by vehicle, and it will work on CHAdeMO and CCS equipped vehicles (Tesla's need an adapter). It claims a rate of 50 kW, but in reality delivers about 44 kW. That means one 30 minute session (which is $6.00) would give you only 22 kWh. That amount would probably charge up a gen 1 EV like an older leaf, but it will only give 1/4 to a 1/3 charge to a Tesla or one of the other newer EV's with larger batteries. Multiple sessions would be required for any new car with good range (newer EV's with range over 200 miles are 60 kWh's up to 100 kWh's) so it would cost anywhere from $18-$24 to charge up on DC fast charge.
