I would assume so. The park is open to the public. However it would be best to ask the either the school or the library.

Were you able to perform the wedding service at Helen’s park? I was hoping to have mine there but nothing I have researched says yes or no.

The space may be a little compact for a horse. It's a beautiful space but it's not very big.
I'm not quite sure however people take photoshoots here all the time free of charge and no need for a permit, I don't know how a wedding would work out though, I dont think you can set up chairs or tables (I don't know for sure however I've never seen anyone do it before). I hope it works out and congratulations on your upcoming marriage!
Since it is s city park, you are supposed to schedule your photo shoot with the city.
