I don't think Shinzen is a person, rather a thing. In Japan it's defined "before god" as in an altar. The place is definitely Japanese. Other meanings include flowers or nature. It's not really a spiritual or religious place, rather a cultural one with a focus on gardens. It's an experience kin to a trip to Little Tokyo, except it's flowers and gardens instead of food and shopping.

I used to be the weekend cashier here, a few months back my season ended, but I love it there and I still visit. *It is $5 to get into Woodward Park on regular days and $7 to enter Woodward on holidays. *To enter the Shinzen Garden, it is $1 for veterans, students, children under 14, and seniors (we don't technically have an age requirement for seniors, if you say you are a senior and we agree, we will take the $1). For adults and children 15 and older, it is $5. **BUT, LET ME TELL YOU HOW TO SAVE MONEY. *Any student (kindergarten through college/vocational school) with a valid school ID gets in for $1. *Any veteran or veteran's spouse with veteran's ID gets in for $1. *A group of 2-5 people, any age, gets in for $7 total for the group. It is best to all go in together and do a headcount. Obviously, a group of 5 students/veterans would be cheaper to enter single with their IDs. Or a group of 5 adults would be cheaper to just all go in together so you each pay a little over $1 each.
I also believe it’s $5 for parking and 5-7 to get into the friendship garden. Also you can buy a year pass to park at Woodward park for $50 for the year but it will still cost at the friendship garden each time, I’m not sure if they have a pass. But it’s worth it.
You don't need a permit ! Just the professional sessions and I think is only 50 dollars!

No guide but there are arrows to follow that will take you around the garden. No time limit from what I saw.
The garden is open to the public! My family and I went there. Unfortunately, there is no picnic in the garden, but there are picnic tables outside in the woodward park area.

You can do a family or group for a discount somewhere between 5 to 10 total. But there's also a parking fee.

You should contact them directly. I believe you are could have a photoshoot inside the park without any extra charges. The Gardens due to their smaller walkways could impose a delay on others.
The sign says no food or drink, but I've always brought in something to drink and they've never said anything. They don't check bags or anything and trash cans are located throughout the facility.

There are various gardens inside Shinzen, we have the Spring, Summer, Fall, and Winter gardens, the Tea Garden is enclosed inside the spring area. Although the Tea Garden is traditionally mute in color, you can find blooms all throughout Shinzen from January until May.
Just to see the shinzen garden 2-3 hours is more than enough time, the garden is not big, however its located inside a huge park, with different playgrounds, a lake for fishing, if you wanted to explore the park as well more time might be needed. Have fun! Its beautiful
Not sure about the logistics of events. When I was there high school prom was going on so a lot of kids were here. I don't remember them paying to get in but they were having to talk with staff about entering. I would be a great place for a wedding though. Hope this
