Small children under 3 can be on the lap and do not need one but over 3 the need one for there seat weather they use it or not

We got in at 5pm and bought tickets. Had to sit in a waiting area until 6pm game started at 7:05 pm

There are bars and several restaurants, there is also shopping in the area. It depends on what your interest are.
