It is normal to find baby birds who have just fledged on the ground. Normally it is best to just leave it alone. The parents know it is there and will feed it. In this case if it is in a pedestrian thoroughfare like a sidewalk, you could just move it to the side so it's less likely to be stepped on.
Western Kingbird
Feeders on windows are okay because the bird can see it's a solid surface that it's attached to. It also depends on whether the window reflects sky or not. Non attached feeders should be several feet away from the window though so they have plenty of maneuvering room. Putting up decals on the window to indicate the window is solid also helps.
