Wear whatever you feel the character would wear to help the decision makers more easily imagine you as that character. However, if you're auditioning for a character that has a specific uniform such as a police officer, you don't have to wear the full uniform. You could simply wear something like a blue dress shirt and black pants.
I see this post is a few months old, but I'll answer it for anyone wondering this same thing. If you're on Facebook, search Chicago Fire Extras and Chicago PD extras. They will list background opportunities as they become available. I know the extras casting for Fire is through Joan Philo. Break a leg!
