I'm sure it varies by estate, but what you need in order to conduct business for the deceased is the certified appointment of personal representative. I was able to get that at my first meeting in the probate office. I would imagine if you have all your required paperwork with you at that meeting that you should be able to get it then.
No you have to both go to the court house together with id
