A parent can teach, provided you have passed a written road rules exam, received a learner's permit/restricted license & only drive within the restrictions set forth to you by the DMV.

No they are not open sundays and saturdays sorry you will want to call them to double check otherwise reschedule.

yes, normally you need to either pay for the tags or show some proof to recieve them. you would have to play bingo to explain your case to a clerk to recieve your sticker.

Yes it's called junk slip you have to turn in your tittle and plates and fees paid up to date. You could non op the vehicle if it's within the window frame to non op.
