What is the point of this place? No one answers the phone

I would give this place negative stars if I could. When a mandatory reporting is made and nothing is done a week later so you call them and get bounced around from person to person. The people who actually answer the phone have no info and transfer you to people whos mailbox is full so you can't even leave a message. Is there anyone working there who is able to help the children?
