Village Clerk would rather force his wishes on public rather than ascertaining what is legal. Polite but arrogant. He was fired by Port Charles. Maybe more there?

I call the number to pay a fine, it's disconnected try again it just rings till a loud beep plays. Got a letter with a number to call so I can pay fine and this is what I get. Makes no sense.

It is most likely going around informing everyone of the snow emergency. During a snow emergency cars are not allowed to be parked on the street.
