Cecil Field isn't an airline. There are multiple companies that use it, mostly commercial cargo planes.
Cecil Airport is owned and operated by the Jacksonville Aviation Authority. It is a general aviation airport and open to the public. It does have several government tenants, but they are tenants of the Authority just like the non-governmental lessees at the airport.

There is parking available next to the control tower toward where flights normally originate. The facility is small. Limited flights leave out of Cecil Field.
