I was hustled by two young men in the grocery isle asking for donations for an undisclosed program and after telling them multiple times that I didn't have any money, they continued to pester me until i caved in. I'm surprised target would allow such rude people to harass shoppers like this in their store.

Often times they are. Best times to apply are seasonal, especially around the winter holidays
