I just spoke to someone to claim she's the supervisor she was very rude/unprofessional and didn't want to listen to nothing I had say not to mention she hung up on me twice. She proceeded to tell me it's not there job to take calls but to email my contact because they are backed up. I completely understand that but what am I suppose to do if your emails are going unanswered.

Not at that office. But Catholic Charities does participate in tax preparation through VITA. VITA is the name of the free tax preparation program. There are income limits. If you google "VITA in Washington, DC 2020" you will probably find the different locations. And in case you are wondering, they are 100% legit and the preparers are IRS-trained.
