Yes fishing is allowed, but as always a fishing license is required.

Is there a charge for parking or to enter

Beach is free after Labour Day. But you can't park on the beach without LF sticker. But you csn park for free in the center of the town and take a walk. It's very nice around 20 min walk.

Do out of town guests pay admission during the week? Friday specifically

Yes there is a fee if you are not a Lake Forest resident. Fridays included
