Arizona, Hawaii, Maine, Nevada, New Hampshire, Rhode Island, and Michigan recognize a valid, in-date medical marijuana identification card (MMIC) and recommendation letter from California. However, entrance into another state's medical cannabis dispensaries is at the dispensary's discretion. Reciprocity means that participating states recognize California medical marijuana cards and recommendations as valid, but more often than not this means medical-only dispensaries will usually not allow sales to a medical marijuana patient from another state. There are reports, however, that temporary medical marijuana cards may be available for out-of-state medical cannabis patients in states such as Rhode Island and Hawaii. California does not recognize out-of-state medical cards and has no reciprocity program in place, but they do allow out-of-state applicants to the state's MMIC program if the patient has a valid California address.
If your employer is a federal agency, then yes they can. Non-federal employers cannot find out such information, as those on the California state's MMIC program are protected by HIPAA.
Non-federal employers are allowed to employ at their own discretion, and can test for drugs and alcohol as they choose to (within reason - they must still inform employees of any tests). However, in California, those who use cannabis for medical reasons may be protected by anti-discrimination laws and if they disclose the information to their employers.
