Gallenson's will sell long guns to people from adjacent states, but you must have a Utah licence to get a handgun. It's not a law though, just their store policy.

The price of an AR-15 carbine rifle would vary depending on make, model, features and accessories. I'd posit a range of 500 dollars for quite basic to 1200 or so really packed and stacked. Gallensons has a solid lineup and know their stuff.
