Yes. I walked my lapdog here today on leash. Saw some offleash Labradors. A bit hot. Not much shade

Yes, go to Washington trail association website and get the history of the old wagon trail. It exists from soap lake to grand coulee. It is not continuously marked, but an avid hiker could probably map out the entire trail and update the data on the old wagon trail.
