I've lived in the area for awhile but next knew about this park until recently. A nice place to walk. Mostly easy trails but there are a few places that are moderately challenging so wear good boots or hiking sneakers. Note: there are two entrances to the park, one on Main Street just south of Barnsboro and on Pitman Rd just south of Jefferson Rd.

You can certainly poke around at Ceres but you may be thinking of the Mantua Fossil park that was discovered about 4 years ago. That's def digging and certified fossils.
Yes, viscously. They should wander, and not wonder.
No camping, boating, alcohol or motorized vehicles. Digs permitted but must be on leash as per rules. Good dog owners with trained pets know they can have dogs off-leash once you get into farther into the park. The back 9 is the best place for your dogs to run free in the fields.
Yes. Legal. Follow NJ laws. Need a license. Not much there though. Maybe pass the time with a picnic. Dont make it a fishing trip though.
I grew up hunting these woods. Using the sun for navigation, you cannot walk more than 1 hour in any direction without emerging into surrounding humanity. Expect to meet unleased dogs as not all pet owners are so inclined.
Sorry there is not a playground. This park is mostly wooded trails that people use for walking amd mountain biking.
