My application for benefits has been on the second step for 6weeks. I have not received any communication or phone calls requesting information. I have heard absolutely nothing. When you call you are told to hold for the next agent, then the line goes dead. How are you supposed to conduct business with these people. I am beyond frustrated.

You have to provide paperwork showing you are his POA by either mailing it in or going to your local field office. To change his bank data you have to be his payee. So if you aren't his payee on his record you would have to apply to become his payee and during that process you will provide new address and bank data to put on record. But if you are already his payee you can actually call the 800 number and change it over the phone or mail it in to be changed.

If you are talking about being over an individual's benefits, that would be called a Representative Payee. Social Security does not recognize Power of Attorney or anything else. But you can call the national 800 number and schedule an appointment.
