Because they been struggling. Before MBQ opened to everyone it was only for people who have lived in public housing before (including their children listed on the lease). Be grateful that you are even able to participate in the program. I'm sure there are people that have been waiting way longer than you. Imagine if they never opened MBQ up to everyone.

I went there last month and they said they aren't doing anymore applications. I was informed that they stopped doing applications 2 years ago smh 🤦 I rather for you to try public housing

You can remain on mbq/ brhp as long as your income eligible or you lose or forfeit your voucher some people stay on it until they're ready to purchase house or obtain a degree as for the house no it remains under the new management whoever took over if they haven't told you any different than you remain turning your rent in the same way otherwise you can contact Ms.Dorsey, Ms.Sharell , Ms.Wessels,Mrs.Proano etc just call brhp and they'll always try to help first or transfer you to the right person that can help be blessed.
