It used to look and feel better but now they built a "promenade shortcut" and put some terrible lights along the way, spoiled the night view completely. Lots of geese... and geese poop.

Amazing spot to relax, decompress and unwind. Awe inspiring view of the Manhattan skyline. 3 minute walk from PATH Newport stop. Plenty of benches to sit and relax. Very near Starbucks and also a mall. Plenty of people and dog watching to do here as well. This area was very clean and safe. We spent 2 hours here watching the sunset and enjoy a park bench dinner with our 3 children ages 10-17.

Good place to see NYC skyline. Not much crowded but not much place to sit also. Good for an evening stroll with the breeze.

Yeah I have seen people there. If you are not allowed on grass but you can definitely have your picnic on the benches. And enjoy the view
Pretty sure it isn't allowed. At least not from the walkway around the water... Perhaps on boat.
