Say if I already have an account with metro but I have a phone that is on another carrier like sprint, verion, etc. Can I switch the phone from that carrier to be my phone and use with Metro?

That is a question Metro can answer, not us Google guides. Have you tried looking up a solution on YouTube? I'm sure there is an option to switch the language back in english... except, well the operator would be saying it in Spanish...
