You need your old license and your lease or a utility bill or summat in your name with the new address.

Since they close at 5:00 and both the actual driving test and the "whatnot" necessary to get a license if you pass both take time, they do the last one "around" 4:00. (Give or take a few minutes.) I'd do my level best to be there by 3:30 - preferably by 3:00 - in case there are other people waiting to take it.
