Nothing express about my experience. I waited at the counter to pay and the lady looked over like why is she still here? She said, excuse me but what else could you need? I said I need to pay you. Then she went on to tell me if I had not paid her it would come out of her check. I said, well good thing I reminded you then. Like not only did i have to ask to pay then I have to sit thru a story that I didn't feel I needed to listen too.

Great experience! Staff is very personable, polite, patient and helpful! Not necessary to make an appoint but you have this option if you prefer to use it. I will suggest that you check your prices for what you want to accomplish, bring enough cash with you because there is a convenience fee for using these Express offices. If you're caught short on cash, there is an ATM which charges $3.95. For those who don't know yet, the DMV on Independence Blvd is by appointment only (make it online), walk-ins are served on a first come, first served basis between the appointments if you don't mind waiting, and waiting, and waiting or if you choose not to pay the convenience fee at an area OMV location.

If you come in to an office, its $35 as long as its not expired or time to renew the license. And you'll need proof of the new address, like a bill with your name and address on it

It will cost $5 to have it registered as non-operable. Insurance company will notify the state once you drop insurance, which will be ok if you've already registered it. Just don't drive it until you register it again and insure it.

No you can not . They only do renewals. But Walker has an Express DMV on the same road as the high school and I'm sure you can get it there
