Victory tattoo is the place go to for the best ink in Chico. Friendly and helpful is important during these stressful times and Derrick (owner/artist) is a family man and all there care about the community. Judy is an amazing artist. Once you find that shop and people...you never go anywhere else. Try it out.

They're an awesome place. Had three piercings there last year. Really recommend them!
I don't know. I have tattoos and a belly piercing. And I'm older so age wasn't a concern. Piercings aren't very expensive, though. I wouldn't think more than $25-35.
