For an appointment call the social security office - they will not see you without an appointment. Make sure you are on time and remember the name of who you made an appt with. When I was there some appts weren't showing on their end, but they did work everyone in.

You need proof of address marriage license and id for social security it takes 6 weeks to recieve the new card. At DMV you need marriage license license and proof of address.

Yes, you can. SSA is federal, so you can obtain a card anywhere. FYI, I work for SSA.
