This was my first time going to this township, (population just over 5,000 residents)... walked the boardwalk, played a few arcade games (didn't win jack) and a local restaurant (Jersey Shore BBQ) where I ate chopped brisket served on a delicious brioche bun with a side of sweet potato fries with a BBQ dipping sauce (mmmmm). All in all, had a great time.

Yes there are lifeguards. There are changing rooms but they require a fee
The parking at the beach itself is Municipal parking. Usually not bad. You can try the residential area if you want. But you'll walk a bit. I was there about 3 hours at the games and paid about $7.
Yes, you can go by train or car and pay for parking. The palya is also paid.

There are both chain hotels and local motels available in walking distance to the beach, you just need to hope there are vacancies

Memorial day weekend
$9 for adults and $3 for children during the week..add a dollar to both on holidays and weekends. Beach access is only free during the off season and after 5pm
