Ask your neighbors if they're experiencing the same thing. If they are then it's a utility problem ,if the neighbors aren't having a problem then you have a problem with your homes electrical system. It could be anywhere between the pole to inside your house. An electrician can investigate inside your home for the problem and determine if the power company needs to be called or not.
