Yes, some, but not all areas. There is plenty to see if you don't want to pay. Though it is worth it to pay as well.
I can not truely answer that. But i can tell u after coming back here from pa myself. My sister and myself looked up old grave sites on google and made a day of traveling and checking them out. We found alot of past relatives that had been forgoten over generations.

When we went recently, everything was closed. No tours, shops, museum, gift shop, or bathrooms. They may not be selling because they aren't open. There were posted signs saying they were open in a different way, but we didn't see anything to actually visit.
We paid for the tour. But you can walk through the area without having to pay. Only if you go on the tour. I'm sure the funds received help with the maintenance of this will preserved, historical site.
The bridge is open for free! Park the car at the old salem museum visitor center (parking also free), just walk through the bridge and enjoy the old charms!

These are public streets but all the public buildings and shops are all closed due to Covid19.

The key point is that you can walk around Old Salem for free, visit the shops and bakery for free, and enjoy parts of the museum for free. Tours inside the buildings are what costs. Many of the old buildings are private homes and part of the complex is Salem College which is an operating college. The main church, Home Moravian, usually invites guests for a tour for free as well.
Last year they were available in Lowes or Home Depot...not sure which...

Oh wow as a tough question I wish I knew for you. The best I can say is do some searches on the net.sorry, I wish I could be more helpful.
There is no charge to drive or walk the streets. No charge to enter a few things such as the shops. Of course, there is a charge for purchases at the visitors center, Salem Tavern ans the Winkler Bakery. Yes, tickets are required to go into the homes and exhibits. Outdoor music concerts, light shows, Halloween and other special events are free. Classes, where one might make a pewter spoon or a woven basket are not free. Beautiful walkways and peaceful gardens available fir free. Some historic garden tours are not free. Carriage rides are not free.
There is a lot to see and do there, and several different types of tickets each with a different price. Gardens, stores, restaurants and just walking the streets are no charge.
You could get around most of the town, but you would not be able to enter all of the buildings.
