Yes you can buy them at Lowes. If Lowes doesn't have them in stock you can try Home Depot, a vinyl fencing company, or from the company that made your fence. If you know where you purchased your fence from, you can ask them for a corporate number and speak to that company. They might be able to ship you out one or two slats. I did this for some post caps and they actually sent them out for free
No. You're going to have to go to a place that's specially carries mobile home party. There used to be a place further down on Horseblock from Lowe's that has since closed a few years ago. However, I do think there is one south of the LIE on Rt 112 about 1- 1½ down on the east side
