You can't go wrong with either attire. Depends on if it's day/evening. I'd say business casual would be as far as it would go on the attire.

Coming from a hospitality background, a smaller facility will limit availability with reservations versus first come/first served. Tables will sit empty an hour before a reservation because you don't want to make other diners feel rushed to get out.

Yes there is an elevator to get down to bar level for those not able to use the stairs.i have been there 4 times and I didn't notice the elevator till I sat at bar level.
